Finally got the time and concentration to listen to David Drake’s amazing DJ Quik piece. Came across the above quote on the part about “Let’s Get Down,” and my reaction was thus:

“What is he talking about?” Imagining the Tony! Toni! Tone! song in my head. “Is it some weird little drum thing or bass-line that I’m not musical enough to catch?” Got to the chorus, still in my head. “Seriously, what the fuck is he… I… wait… Oh My God.”
